Touching on issues of power, authority, and domination, Manhunts takes an in-depth look at the hunting of humans in the West, from ancient Sparta, through the Middle Ages, to the modern practices of chasing undocumented migrants. Incorporating historical events and philosophical reflection, Grégoire Chamayou examines the systematic and organized search for individuals and small groups on the run because they have defied authority, committed crimes, seemed dangerous simply for existing, or been categorized as subhuman or dispensable. Chamayou begins in ancient (...) Greece, where young Spartans hunted and killed Helots as an initiation rite, and where Aristotle and other philosophers helped to justify raids to capture and enslave foreigners by creating the concept of natural slaves. He discusses the hunt for heretics in the Middle Ages; New World natives in the early modern period; vagrants, Jews, criminals, and runaway slaves in other eras; and illegal immigrants today. Exploring evolving ideas about the human and the subhuman, what we owe to enemies and people on the margins of society, and the supposed legitimacy of domination, Chamayou shows that the hunting of humans should not be treated ahistorically, and that manhunting has varied as widely in its justifications and aims as in its practices. He investigates the psychology of manhunting, noting that many people, from bounty hunters to Balzac, have written about the thrill of hunting when the prey is equally intelligent and cunning. The standard account of the relation between democracy and the rule of law focuses on law’s liberty-enhancing role in constraining official action. This is a faint echo of the complex, constitutive relation between the two. The Greeks used one word – isonomia – to describe both. If democracy is the system in which people have an equal say in determining the rules that govern social life, then the rule (...) of law is simultaneously before, after, concurrent and synonymous with democracy: It contributes to the formation of citizens with the capacity for self-governance, serves as the instrument through which democratic decisions are implemented, functions as one of the central social practices that constitute citizens as equals and addresses the question of how to ensure that government by the people operates for the people. The rule of law has many independently valuable qualities, including impartiality and predictability. But, to valorise the rule of law for its own sake is to fetishize authority. The fundamental values of the rule of law are as the instrument of democratic self-governance and the expression of the equal dignity of all persons. Democracy thus entails the rule of law, but both implicate the yet more comprehensive ideal of equality. Core rule-of-law values require political norms and conditions of equality, generality and comprehensiveness. In a modern, differentiated society, however, the constitutive relation between democracy and the rule of law is fractured and law becomes the agent of authority. Courts in the modern constitutional state have contributed to the decline of rule-of-law values, supporting role specialization through judge-made immunity doctrines that protect officials at all levels. The crisis of police violence against minorities is a symptom of this breakdown. Greater accountability can ameliorate the problem. But an effective solution requires the fair and equal distribution of political power. (shrink)

The last decade has witnessed the mass distribution and adoption of smart home systems and devices powered by artificial intelligence systems ranging from household appliances like fridges and toasters to more background systems such as air and water quality controllers. The pervasiveness of these sociotechnical systems makes analyzing their ethical implications necessary during the design phases of these devices to ensure not only sociotechnical resilience, but to design them for human values in mind and thus preserve meaningful human control over (...) them. This paper engages in a conceptual investigations of how meaningful human control over smart home devices can be attained through design. The value sensitive design (VSD) approach is proposed as a way of attaining this level of control. In the proposed framework, values are identified and defined, stakeholder groups are investigated and brought into the design process and the technical constraints of the technologies in question are considered. The paper concludes with some initial examples that illustrate a more adoptable way forward for both ethicists and engineers of smart home devices. (shrink)

Oliver Crisp proposes “chastened theism” as a theologically realist alternative to classical theism and theistic personalism. I critique his chastened theism and propose the alternative of Christian Pure Act theism, a “chastened” version of theological nonrealism.

In this paper I focus on the impact on structuralism of the quantum treatment of objects in terms of symmetry groups and, in particular, on the question as to how we might eliminate, or better, reconceptualise such objects in structural terms. With regard to the former, both Cassirer and Eddington not only explicitly and famously tied their structuralism to the development of group theory but also drew on the quantum treatment in order to further their structuralist aims and here I (...) sketch the relevant history with an eye on what lessons might be drawn. With regard to the latter, Ladyman has explicitly cited Castellani's work on the group-theoretical constitution of quantum objects and I indicate both how such an approach needs to be understood if it is to mesh with Ladyman's 'ontic' form of structural realism and how it might accommodate permutation symmetry through a consideration of Huggett's recent account. Many loci in Drosophila exhibit dosage effects on single phenotypes. In the case of modifiers of position‐effect variegation, increases and decreases in dosage can have opposite effects on variegating phenotypes. This is seemingly paradoxical: if each locus encodes a limiting gene product sensitive to dosage decreases, then increasing the dosage of any one should have no effect, because the others should remain limiting. An earlier model put forward to resolve this paradox suggested that dosage‐dependent modifiers encode protein subunits of a (...) macromolecular complex that is sensitive to mass action equilibrium conditions. Because chemical equilibria are dynamic, however, such hypothetical complexes will be unstable to an extent that is inconsistent with the known properties of molecules that make up chromatin. An alternative model accounts for the dosage effects in terms of interactions between structural proteins that bind at multiple linked sites. These might include indirect interactions occurring between regulatory proteins and genes for structural proteins or their protein products. The large number of direct and inverse regulatory genes which are known to exist in Drosophila could account for the apparent genetic complexity that is seen for modifiers of position‐effect variegation and for other systems of phenotypic modification. A brief review of Peter Kivy's collection of eleven essays on Philosophy of Music.

This volume is the latest in a series of books and articles stretching back more than three decades on a theme quite startling in its claims and implications: that terrestrial life did not originate on Earth but arrived in the form of cells or bacteria from outer space. The idea of “panspermia,” that the seeds of life are spread from planet to planet, dates to the 19th century with the ideas of Lord Kelvin. It was championed by the Swedish physicist, (...) chemist, and Nobelist Svante Arrhenius at the beginning of the 20th century. Once scientists recognized the difficulties of life surviving in the conditions of interplanetary and interstellar space, by the 1960s a neo-panspermia became popular: not life itself, but prebiotic chemicals were the new seeds of life, made more likely by the discovery of numerous complex organic molecules in meteorites, comets, and interstellar molecular clouds. But the difficulties of synthesizing anything more complicated than amino acids in the wake of the famous Miller-Urey experiment in 1953 kept alive the idea that life itself may be spread throughout the universe. At the center of this work is Chandra Wickramasinghe, a research student of the maverick astronomer Fred Hoyle. In 1962 Hoyle became interested in the origin and nature of interstellar dust, in particular as found in dense molecular clouds, and he and Wickramasinghe set to work on the problem. They became convinced that dust could not form inside molecular clouds, but must have originated in the atmospheres of cool stars, protoplanetary discs, or supernova ejecta, a theory now widely accepted. It was the next steps that became increasingly controversial: that the spectroscopic signature of dust was best explained by complex biomolecules such as cellulose; that biomolecules were assembled into still more complex forms inside comets; and that the living cells and bacteria generated there were responsible for the origin of life on Earth. And not only that: Hoyle and Wickramasinghe argued that the delivery of bacteria from space continues, affecting both the origin and the ongoing evolution of life, and may even be responsible for certain diseases on Earth. These theories were not only reported in reputable scientific journals such as Nature, but also in popular books including Lifecloud (1978), Diseases from Space (1979), and Evolution from Space (1981). Biologists were not impressed; Lynn Margulis, not known for the timidity of her own theories such as endosymbiosis, called the first book “wanton, amusing, promiscuous fiction.”. (shrink)

Product differentiation has emerged as a central dynamic in contemporary agrofood systems. Departure from the mode of standardization emblematic of agrofood modernization raises questions about future technical trajectories and the ways in which learning will be sustained. This article examines two innovation trajectories: the rapid coupling of biotechnologies and information technologies to yield products differentiated by constituent components—a model based on a cognitive logic of decomposition/ recomposition—and the proliferation of product networks that mobilize distinctive, localized resources to create complete identities—a (...) model based on a cognitive logic of identity. The article analyzes the information structures—institutional mechanisms that support information exchange and learning—in each of these opposed development paradigms. We find that knowledge creation under each of the logics occurs through mechanisms not recognized within the respective paradigms. On this basis, we derive institutional hybridity as a fundamental resource in systems of innovation. (shrink)

Abstract. The Western conception of the individual as a rational, self-directing agent is a mythology that organizes and distorts religion, science, economics, and politics. It produces an abstracted and atomized form of engagement that is fatal to collective self-governance. And it turns democracy into the enemy of equality. Considering the meaning of democracy and autonomy from a perspective that takes the subject as truly social would refocus our attention on the constitutive contexts and practices necessary for the production of citizens (...) who are capable of meaningful self-governance. Under modern conditions, it is in the development of sexual autonomy that we learn how to take initiative with respect to our well-being and do so in concert with others. Where the view of rational agency as the defining characteristic of humanity yields a deracinated view of autonomy, a more realistic, humanistic view that we are, necessarily, social beings yields a view of freedom and self-governance as social phenomena that require empathy, negotiation, compromise, cooperation, and mutual recognition and respect. As a consequence of recent changes, health research policies in the United States mandate the inclusion of women and members of racial and ethnic minority groups as experimental subjects in biomedical research. This article analyzes debates that underlie these policies and that concern the medical management of bodies, groups, identities and differences. Much of the uncertainty surrounding these new policies reflects the fact that researchers, physicians, policy makers and health advocates have adopted competing, and often murky, understandings of the nature (...) of sex, gender, racial and ethnic differences, and of the relation of the biological to the social in the manifestation of bodily illness. A clean energy future is both plausible and in the best interests of the country. The Upper Midwest, acting in concert with appropriate policy changes at the national level, could play a pivotal role in helping the nation move in that direction. As the past century’s embrace of centralized power is beginning to weaken, a variety of policy drivers, including concerns about energy system capacity and reliability, the improvement of public health by reducing pollution, the enhancement of national security by (...) decreased reliance on nuclear power, and the need to curtail greenhouse gas emissions, are beginning to make clear the outlines of this energy transition. The proposals offered by the Environmental Lawand Policy Center and Minnesotans for an Energy-Efficient Economy rely on proven, economical, and environmentally sustainable technology options. An aggressive development plan featuring efficiency, wind, and other renewable resources will be a significant first step in solving the climate change problem. (shrink)

Next week voters will consider two major candidates for president who have spent many months talking to them. The voices and messages are familiar enough by now. But what has also become clear is that one of these two men has fought a long and losing battle with the English language.

This volume is the record of a symposium on the structer of scientific theories held in urbana, Illinois in the spring of 1969. ofSeven main papers, commentaries, discussions, and a postscript form the bulk of the book. The rest is a nearly 240-page monograph-in-the-guise-of-an-introduction by the editor titled “The Search for Philosophic Understanding of Scientific Theories”.

In this article, I respond to the criticisms that Richard Royce has made of my theory of competition in Sport, Ethics and Philosophy. While I find some of his attacks misplaced, a number of his criticisms address key difficulties to which I offer clarification and defense.

This article seeks to demystify the influence that Merton continues to have over the sociology of science, including The Geography of Scientific Collaborations. It draws attention to the subbtle shift in Merton's own thinking from a 'communist' to a more stratified approach to scientific collaboration, the latter exemplified by what he called the 'Mathew effect', which he seemed to endorse. This has led the science system to move in seemlingly opposing directions as once: on the one hand, a more freelancing (...) approach by indiidual scientists ('Ricardian'), and on the other, a more teamwork approach by a scientific community ('Saint-Simonian'). It results in the 'dependency culture', especially in academia, as reflecting in th H-index of scientific citations. From the standpoint of the dynamics of capitalism, such a result is not surprising. Against this backdrop, DARPA offers an alternative model of cooperation. This US Cold-War inspired agency makes open calls for researchers to participate in projects whose futuristic orientation reduces the prior relative advantage of the applicants. In that respect, it points to a more egalitarian approach to collaboration that might also serve to deconstuct the academic disciplines that currently sustain the hierarchical approach. (shrink)
